SIEMAT-KERALA – Genesis

Realising the need for management training for educational stakeholders in the State, government of Kerala has decided to setup a State level agency in line with NUEPA,  New Delhi for imparting Educational Management Training to the stakeholders in educational sector in the State of Kerala, Government established State Institute of Educational Management and Training-Kerala (SIEMAT-KERALA) as an autonomous body under the Department of General Education.

1. THE VISION

 “SIEMAT-KERALAshall strive to become an Institution of Excellence in Educational Management in India”.

2. THE MISSION

The mission of SIEMAT is

To impart Management Training to all stakeholders in education sector in the State of Kerala, To conduct researches and studies to provide input for the training programmes, To generate, collect, document and disseminate data-base for educational planning, research and analysis, To develop an efficient educational management information system, To generate and document innovative ideas and methods useful in educational transaction and management, To document innovative experiments in school education within and outside the State, To design policy frameworks for educational management, To conduct periodic reviews and assessments on different programmes on educational management, etc.

3. OBJECTIVES

To function as a centre for excellence in educational planning and administration and to improve the quality of planning and administration in educational sector, To organize pre-service and in service training, conferences, workshops, meetings, seminars and briefing sessions for educational officers, teachers etc, To organize orientation and training programmes and refresher courses for academic and administrative personnel in education department, To undertake, aid, promote and co-ordinate researches in various aspects of educational planning, management and administration, To provide academic and professional guidance to all concerned in the areas of educational planning, management and administration, To offer, on request, consultancy services to other State Governments and educational institutions outside Kerala, To act as a clearing house of ideas and information on research, training and extension activities in educational planning and administration, To develop networking of institutions engaged in identical task and to play supportive and collaborative role, To prepare, print and publish papers, periodicals and books in furtherance of the above mentioned objectives, To conduct Certificate and Diploma courses in educational planning management and administration, etc.

4. FUNCTIONS

In pursuance of the above objectives, SIEMAT-KERALA will undertake the following activities either directly or through other institutions, agencies or individuals...

To undertake all activities that may be necessary for the achievement of the objectives of SIEMAT-KERALA, To create a duly empowered administrative mechanism for the achievement of the aforesaid objectives of the SIEMAT-KERALA, To secure active involvement and participation of educational institutions, autonomous bodies, teachers and individuals committed to educational improvement, To takeup experimental and innovative programmes in educational sector, To undertake and promote research and studies relating to educational, planning and management, To ensure technical resource support by harnessing the existing institutions, To advice the State Government in educational planning and management, To organize conferences, symposia, workshops, training programmes, studies on matters of educational planning and management, To undertake preparation and production of educational materials and to disseminate the same, To create academic, technical administrative, managerial and other posts in the SIEMAT-KERALA and to make payments for the same in accordance with the rules and regulations of the SIEMAT-KERALA, To make rules and regulations for the conduct of the affairs of the SIEMAT-KERALA and add or amend them from time to time, To accept any grant of money, loan, securities or property of any kind and to undertake and accept the management of any endowment, trust, fund or donation not inconsistent with the objectives of SIEMAT-KERALA, To incur expenditure after drawing up a budget and with due regards for economy and propriety, To prepare annual report and accounts of the SIEMAT-KERALA, To purchase, hire, lease, exchange or otherwise acquire, property, movable and immovable and construct and maintain any building or buildings as may be necessary for carrying out the objectives of the SIEMAT-KERALA, To do all such actions and to enter all such actions as may appear necessary or incidental for the achievement of the objectives of the SIEMAT-KERALA, To work with the Government of Kerala for rendering better facilities to improve the Education in Kerala, etc.

5. DEPARTMENTS

SIEMAT-KERALA shall have the following departments.

Department of Policy and Planning, Monitoring and Evaluation, Department of Research, Educational Innovation, Consultancy and Documentation, Department of Management and Administrative Training, Department of Educational Management Information System.

6. THE STAKEHOLDERS

Stakeholders of SIEMAT-KERALA include;

Educational Administrators at various levels, Heads of Institutions, People’s representatives in the Local Self Governments, Office bearers of the Parent Teacher Associations, School Managers, Leaders of Teachers Associations, Leaders of Students Unions, School Teachers, etc.

7. TARGET GROUP

The target group would consists of about 1 lakh persons - both teaching and administrative staff of Department of General Education. The agencies involved in educational sector in Kerala include those coming under Directorate of Public Instruction, Higher Secondary Education, Vocational Higher Secondary Education, SCERT, SSA, RMSA and institutions working in the field of education, educational activities involved in NGO sector, Elected Leaders of Panchayat Raj system, Legislators, etc. SIEMAT-KERALA imparts training to the following stakeholders on a regular basis.

DDEs, DIET Principals, DPOs, DEOs, DIET Faculty, Programme Officers, AEOs, HMs, Principals, Administration staff in the supervisory cadre, Clerical Staff, The functionaries in Special Schools,       Parents, LSG members, Staff in the Department of General Education in Government Secretariat, Principals and Teachers of Institutes and Collegiate Teacher Educations, etc.

In addition to these, SIEMAT-KERALA also import training to teachers in class-room management in order to promote child-friendly environment in Schools.

8. FOCUS AREA

Management training programmes for  educational officers and academic administrators, Review and Planning workshops, HM Conferences, Principal Conferences, Management Training for functionaries of Special Schools, Convergence of IEDC activities- SSA, IEDC cell in the DPI, DIETs, SCERT and LSGs, Preparation of hand books and preparation of documents at different level, Documentation of activities of General Education Department, Impact study of programmes conducted by different educational agencies in the State, Action Research programmes, Micro level planning of activities, etc.

Training Areas

Training areas can be divided into four sub-areas namely, Management and Soft skill areas, Educational Management areas, Government and service-related areas and General areas.            

i. Government and Service-related areas

Kerala Service Rules, Kerala Sub-ordinate Service Rules, Kerala Financial Code, Kerala Treasury Code, Rules of Business, Secretariat Manual, District office Manual, Manual of Plan implementation,   Budget Preparation, Procedures for Administrative sanction, Procedures for technical sanction, Government orders & Court cases, Kerala Educational Acts and Rules, KER Commission Reports, Kerala Education Commission Reports, RTE Act., RTI 2005, Manual of Office procedure.

ii. Management and Soft skill areas     

Leadership Development, Decision support system, Conflict management, Stress management, Time management, Office management, Communication skills, Resource Management, Project Preparation, Educational Management Information System.

iii. Academic management areas

Examination and evaluation , Instructional supervision, Teacher Self appraisal & Development, Innovations and change.

iv. General areas

Socio-economic issues and problems of education related to minority groups in Kerala, Concept and context of structural adjustment programmes as part of globalization, Office Management, Financial Management, Problems with Gender disparity, Overview of trends in Education, Children with special needs, Innovative practices in Education, etc.

MANAGEMENT

All the administrative authority of the SIEMAT-Kerala is vested with General Council and Executive Committee of SIEMAT-KERALA appointed by Government of Kerala from time to time.Day today affairs and management of SIEMAT-KERALA will be supervised by the Director appointed by Government of Kerala with the help of supporting staff members.
